    HPSP is a program administered by the Minnesota health-related licensing boards.
    The majority of referrals are confidential and not known to the boards:
    --Self referrals (~48%);
    --Non-disciplinary board referrals (~28%); and
    --Third-party referrals from a variety of sources (~16%).
    Referrals pursuant to public disciplinary orders are least frequent (~11%)
    As long as licensees referred without a disciplinary order comply with monitoring and do not meet a HPSP's statutory reporting requirement, their participation in HPSP remains confidential.
